Phase I & Phase II Environmental Site Assessments (ESA)
APEC conducts ESAs using the ASTM Standard E-1527-13: (Standard Practice of Environmental Site Assessments: Phase I Environmental Site Assessment Process) to assist our clients in due diligence assessments of property transactions or development projects necessary for the “innocent landowner” defense under CERCLA.


Our Phase II ESAs are conducted using the ASTM Standard E-1903-11: (Environmental Site Assessments: Phase II Environmental Site Assessment Process) after Recognized Environmental Conditions (RECs) are identified from the Phase I ESA.



Asbestos Inspection & Mitigation
APEC’s staff is Environmental Protection Agency (EPA) accredited/licensed.



Subsurface Investigations
APEC conducts Subsurface Investigations for facilities and properties to determine if contamination from chemicals or otherhazardous substances derived from petroleum products, landfills, hazardous materials storage facilities, dry cleaners, and industrial facilities have been spilled or released onto the property. As part of the investigation, the horizontal and vertical extents, and levels of contamination are determined to assist the owner/buyer on the next steps for remediation. These investigations have involved drilling thousands of borings and the installation of groundwater monitoring wells in both unconsolidated material and bedrock. Karst Investigation



Brownfields Site Assessments & Redevelopment Plans
An environmentally distressed property or “Brownfield” is a problem for the entire community. By utilizing a “recycling” approach to redeveloping Brownfields, APEC can identify redevelopment opportunities where viable buildings and infrastructure are already present. Redevelopment of Brownfields properties in this way quickly benefits communities by rejuvenating vacant buildings, increasing the tax base and reducing blight.
APEC provides a turnkey approach to Brownfield Redevelopment. In addition to providing services for State and Federal grant application processing and management, the team addresses potential regulatory compliance issues, environmental assessment requirements, and project specific remediation and closure guidance.

Underground Storage Tank (UST) Closure & Reporting
APEC provides turnkey operations for Underground Storage Tank (UST) and Aboveground Storage Tank (AST) removal and closure services. Our staff have managed and conducted UST removals for a variety of industrial and public sector clients. UST removal projects involve removing tanks, conducting interim remedial activities, and submitting UST closure reports to regulatory agencies.
Our UST closure services include in-house state certified personnel for excavation, tank interior cleaning, and tank removal.

Corrective Action & Remedial Work Plans
APEC prepares Corrective Action Plans (CAP) and Remedial Work Plans (RWP) based on site investigation data, physical characteristics of the contaminants and the evaluation of the potential migration and breakdown capabilities of the contaminants. The CAP/RWP includes the assessment of the toxicological affects upon the human health and the environment, and includes an evaluation of available remediation options and their cost-effectiveness that would be suitable for the subject property.
